Not possible. The TAB key is not an AID key and is handled by the
client (terminal, emulator, etc.). The best you could do is tag the
FROM field with CHECK(ER) but this requires either typing into the
last character position or the use of the Field Exit key. This would
give control back to your program as if Enter had been pressed but
you'd still have to programmatically assign FROM to TO and redisplay
the panel.
