Make sure you're using O_TEXT_CREAT and doing it all with a single

I added the 5th open() argument, txtcreatid, to my IFS copybook and changed
my open to the above syntax.  I'm still getting what appears to be a code
page problem.  The contents displays correctly via WRKLNK option 5, and
option 8 shows the CCSID as 1252.  But under Windows, the contents look more
like Katakana characters.  Definitely non-Latin.

The box is at V5R4, and the PC is back at W2K.  Could this be a problem with
the age of W2K?

As an alternative, I just took a file I created as 819 in a non-QNTC folder,
and used the CPY command to copy to the W2K box with TOCCSIC(1252) and
DTAFMT(*TEXT).  It was readable under Windows, so I can probably do it this
was as a circumvention.

But any idea why creating it directly under QNTC with O_TEXT_CREAT etc is
not producing valid data?
