I'm pretty sure that isn't the problem. You could confirm by inspecting the value of PrimaryBitMap in debug.

I think nicolas hit it on the head. Since I rarely have to bit fiddle I almost always make a binary->hex or hex->binary mistake on my first crack at a problem.

It might help if you describe in words what you're trying to do. Are you trying to test the value of the first bit in PrimaryBitMap?
