Actually I think this is a false hypotheses.

"COBOL" has been around longer than "RPG". But just as there are  
flavors of RPG so there are with COBOL.  The equivalent of RPG II in  
COBOL terms would be ANSI '68. RPG III would be ANSI '74 (I think) and  
RPG IV would be ANSI '85.  Are there a lot of COBOL programs around?  
Yes.  Are there many COBOL '68 around - none that I've seen in many  
years.  Are there COBOL '75 programs around? A few - but most that  
I've seen have been updated with '85 features. When you consider the  
changes between ANSI '74 and '85 I would argue that there were fewer  
reason to change from '74 to '85 than there were for RPG III to RPG IV.
