You'll remove a lot of your code by protoyping the calls, especially if 
you use /free.  Then you'll have:

If %parms = 3;
 callMyPgm1(parm1:parm2:optionalParm);
else;
 callMyPgm2(parm1:parm2);
endif;

That's about as clean as you can get without changing MyPgm.  If you 
were to have a work parm, you could do something like:

If %parms = 3;
 workParm = optionalParm;
else;
 workParm = SPECIAL_VALUE;
endif;
callMyPgm1(parm1:parm2:workParm);

But that's not any cleaner, really.  It just allows you to separate the 
IF from the CALL.
