It was mentioned earlier but pre 6.1 you can isolate global variables (files) by module. So if procedures P1 and P2 work with file(s) that need to have independent and/or isolated processes but belong in the same service program create the procedures in two or more modules. Then all the file(s) processing will be independent.
In 6.1 files can be local to the procedures and the file processing can be independent within the same module in separate procedures.

What about this kind of scenario :
Procedure P1 in a test program reads File1 and updates a record R1.
Later, another programmer writes P2 that also affects the same record, although that might be a completely unrelated task to that of P1.
The result of the test on procedure P1 might be lost, or worse, it may be assumed to be correct when it is actually the procedure P2 which is inducing the expected result.
