As Jon says, CONST is a convention; you can, with some work, shoot 
yourself in the foot.  I use CONST mainly to allow expressions or 
literals to be passed to the called procedure.

The only way to be absolutely sure your parameters can't be updated is 
to use VALUE.  The primary limitation of VALUE is that you can't use 
VALUE for a procedure defined as EXTPGM (that is, when calling another 
program).
