Mike,

I bank with Chase. I contacted them via their customer service email
stating something like:
I'd like to pay bills online with this company but they must not have a
relationship with you because it says it will pay them via snail mail. How
do they establish a relationship with you so that I can pay them online?

They say it could take 24 hours to answer something in their message
center.
