The
program is using a named activation group and everything is running
within
the same job, so I am not sure why the file would be closed. Any idea
why
I would open this file, and then when call a procedure with in the same
program, it tells me the file is closed?

You said that the program is using a named AG but don't specify whether the
procedure is in the same AG. If not, then the open has not taken place in
the "appropriate" AG from this procedure's standpoint.

If you want to share the OPEN, there are a few ways to do this: passing a
file pointer, OVRDBF at the *JOB level, et cetera. If you're not interested
in sharing the ODP you can use:
If Not %OPEN(SOMEFILE) ;
OPEN(E) SOMEFILE ;
IF %ERROR ;
// Do something
EndIF ;
EndIF ;
