Check out the DTAQ keyword for the CHGOUTQ or CRTOUTQ command.

Basically, you can create a data queue which will have an entry added to it
when a spooled file goes to Ready (RDY) status. Each data queue entry
contains basic details about the spooled file, job etc. You then write a
program to wait for entries to appear on the data queue and depending on
their attributes (some of which can be retrieved using spooled file API's if
necessary), you can run commands to copy, hold, save, etc. the spooled file.

It's actually pretty easy - I haven't check but if you Google "CHGOUTQ DTAQ"
you might find something. Also on these forums etc.
