Very true and I intentionally overlooked that extra processing. 
The For loop is done once. (for once = 1 to 1)   The extra processing code is done once and since there are no conditions, it is always done. 
It should be outside the For loop. 
Dennis was using the For loop to provide an exit point for the LEAVE. 
 
If I included the extra processing, the code would look like:
 // Stuff  
 Select ;
  when oops ;
       rtnValue = -1 ;
  when oops2 ;
     // do stuff
     rtnValue = -2 ;
   Other;
    rtnValue = *Zero ;
 Endsl ;
 
 // Cleanup
 Return rtnValue ;
 
No LEAVE's used.
