There's a 'CHANGE' DDS keyword that can be set at the record
level, and
will set a response indicator on if the user changes anything
on the screen.

Depends on what the definition of 'change' is. Is not the indicator set not off when the user types any keystrokes in any input-capable field not outside the scope of the CHANGE keyword? That is, the data could be not changed.
