Actually, it does do exactly that ... when I promote the changes out of development, it will automatically detect what modules the changed copybook was used in and automatically add them to the request as recompiles ... and subsequently recompile any programs or service programs that the modules were bound into.

During development, however, that's more my job.  Although I can ask that Implementer tell me any objects related to the copybook so I can check them out for explicit recompile.
