No it's not CL. It's (likely) PL/MI but the language hardly matters. I  
suspect that QCMDEXC doesn't do very much with the command but rather  
just passes it off to the normal Command Analyser code:
	QCMDEXC
	|-->QCADRV2
	    |-->QCANPARS
	    |-->QCARULE
	    |-->QCAPOS
	    |-->QCAFLD
	    X-->QCAATRS
	    X-->CPP for command specified on call to QCMDEXC
The X in the last two call stack entries indicates XCTL rather than  
CALLX.
