Okay, I think I figured out my problem.
(after much screaming and hitting my head against the wall) ;)

Inside my loops, I was calling another procedure that was calling a different program.
The other program also does XML. So it was clearing the buffer and doing its thing before returning
to this program, the calling program... and in the process it was messing up everything in the buffer.
