You should be able to use the HTTPAPI from Scott Klement.
We have done the same thing, created the full SOAP XML message.
The addition we had implemented was passing the message to an internally
developed JAVA API (sitting on a data queue for performance) that did the
actual ws-security job of signing. This was done by using some JAVA software
from the guys of the bouncy-castle (loop it up, it does realy exist under
that name). The Signed xml strring was then put on the response data queue.
Then we send the message using the HTTPAPI, and processsed the results
following the reversed route for signature checking.
We originally thought we could implement this in RPG, but the ws-security
for the signing of XML documents is way to complicated, so we resorted to
the above mentioned implementation.
