On a program that's being called as an IWS web service, we're getting

The thing that doesn't make sense is that Statement 222 is a CHAIN
on an externally-described file.

Anybody have any idea how this could have happened?

Be sure to look at the QPDSPJOB produced [by default; DMPLST(*JOB)] from the unmonitored MCH1210; the stack may indicate something a bit different, if for example the message was resignaled to stmt/0222. The DFTPGM() of the message could be used to force the processing to wait on an inquiry message, allowing debug to be started, to verify anything that was not available\obvious from the QPPGMDMPM [which presumably transpired as well?].
