You're right. It can store the full binary range. You can even do that 
with RPG if you code EXTBININT(*YES) in the H spec.

It's not so much "DDS" that controls the field as the various consumers 
of the field. Even if it's defined as say B(7,0) and maybe even B(7,2), 
there are are probably some things (like other programming languages?, 
SQL?) that would let you use the full binary range even if it's way 
outside the defined range.
