That's why the message is strange to me.

The CPF4326 is an "open error" that cares nothing about [is agnostic with regard to] SQL versus DDS versus program described. The message has everything to do with scoping of overrides, opens, and commitment control commit definitions; possibly resources with uncommitted changes.

Debug the "program that fails" and at a breakpoint in that program just before the failing open, review the job being serviced for each of:

WRKJOB OPTION(*FILOVR) /* see what ovrdbf will affect OPEN */
WRKJOB OPTION(*OPNF) /* see if file already open [share?] */
WRKJOB OPTION(*CMTCTL) /* see what commit definitions active */
WRKCMTDFN /* ¿same? as just above; 5=Dsp; F6=Rsc*/
WRKJOB OPTION(*PGMSTK) /* review activation groups; F11 rqd? */
WRKJOB OPTION(*ACTGRP) /* similar to just above but no stack */
Does the debugged program open with CmtCtl where there is no
CmtDfn active either for *JOB or the ActGrp of that active
program as identified in review of the prior job details?
