IIRC, at least some of the tools do indeed do mass recompiles...(into
QTEMP or with OPTION(*NOGEN))

It could be done without doing so, but you'd have to basically have
your own RPG compiler...

Sure you could do the same things the tools do, but if it were easy
the tools wouldn't be so pricy.
