A chain or read with a (n) no lock will give you record without locking or
using input. SQL can also go the other way using a with update clause. This
is the equivalent of doing a chain on an update file and then issuing an
update.

Exec SQL Define Cursor1 Cursor For
                  Select Field1,
                            Field2
                  From Table1
                  Where Field3 = 'Y'
               With Update Field1;

Exec SQL Open Cursor1;

Exec SQL Update Field1
                   Using Cursor1;


Also concerning %Field() applies only to an update operation. If you are
doing a read with RLA you are reading in the entire record and the record
format is locked into the program and an %Field() just says which field is
moved into the buffer. The entire buffer is still written.
