What does "or better" in that sentence mean? That confused me too.

My guess is Lim Hock-Chai wanted to emphasize the end of a Subprocedure
can trigger "clean-up" of cursor resources when a program or module is
created
with the *ENDMOD option.

Not sure, but I don't think a subroutine end will do this.
