I have found the ability to pass a file as a parameter to be far more useful in many ways than the local file idea - and it can be used on program calls too. It presents interesting possibilities for common I/O routines since the calling program still "owns" the ODP and the common code does not have to worry about being called from multiple points in the app.
The primary advantage of the local file is recursion and that has limited utility. Of course you also tend to lose that ability anyway since the performance hit of the constant open/close leads people to use the STATIC keyword and ...
