I have had success with a solution to the user's problem by doing this:

Publish the report as a web page on the Intranet and letting the user 
print what is needed, and when, from that webpage.  In the end that 
solution was well received because it was so much easier and could 
include logos.  In the end, since it is easily available, it is rarely 
printed.
