No, it's not a missing K:
FWTEREL IF E K DISK

The key value we're chaining to ('03' as a character string) is being passed into the program as a parameter.

The thing is, it works on every other instance we have of WTEREL. Just the one environment in which the conditions caused the program to be called with the key of a nonexistent record.

And there aren't any deleted records in the file, and there is definitely a record at RRN 3.
