What's being passed in the CMD parameter isn't just &M.

It's 'SNDDST TYPE(*LMSG) TOINTNET((psteinmetz@xxxxxxxxxx)) DSTD(TEST)
LONGMSG(' plus the contents of &M plus ')'.
