The X-axis might include various degrees of skills and tooling necessary to develop Web interfaces, while the Y-axis might include the list of features needed. The intersecting cells might represent the time required to complete each feature given varying degrees of skills and tooling.

That answer may not helpful in Gary's case. He's probably just looking for a tool to consume Excel files, while I anticipated the possibility of Excel NOT being the right tool for the job.
