I don't think EXTPGM is valid on a MAIN procedure - it's for prototyping a call to a program vs a procedure.


EXTPGM is valid on a main procedure. The prototype has two purposes - it lets you call the program or procedure correctly, and it lets the compiler check that the PI matches the PR. So if you're also going to use the prototype for calling the main procedure, aka the program-entry-procedure, you need the EXTPGM there.

You can leave off the EXTPGM, for a cycle-main at least, if you aren't going to use the prototype for calling.
