You and Scott both gave the good answer - here's the actual sentence from the manual -

•If a prototype is not specified, the EXTPGM or EXTPROC keyword may be specified for the procedure interface.

So this is a conditional thing, based on the new support in 7.1 for implied prototypes of procedures in the same code unit.
