If the program is define with an Input Primary file and using the cycle then
*INLR is implied at end of input file.
That is why you do not get an error. You do not need to specify *Inlr.
How many records are in the input file?

Thank you for all of your replies. This program does not have a return in
it. It basically lists a file.

I know about the return, but was more surprised that it would compile. I
know a NOMAIN module will compile without LR (uses RETURN), but since this
is not compiled with NOMAIN in the H spec (in fact, this program has no H
spec), I was expecting the "I can't determine how the program ends" message
from the compiler, but did not receive it.

When executed, it will run until some system boundary is hit.
