If the OLAP SQL functions are available to you (IBM i v5r4 or later, I
think), you could try this:

WITH RankedSummary AS
(
SELECT ordyr, COUNT(*), DENSE_RANK() OVER (ORDER BY COUNT(*), ordyr)
myrank
FROM macfile WHERE ordyr BETWEEN 2003 AND 2013 GROUP BY ordyr
)
SELECT ordyr INTO :myvariable FROM RankedSummary WHERE myrank=1;

I'm using earliest year as a tie breaker should there be multiple years
with the same count.
