An ampersand can't stand by itself in XML because it is a special 
character - notice the ampersand in & - apps that consume XML expect 
something after the ampersand that will be one of the 4 special entities 
or some non-ASCII character or code, like 
, which is a newline.

I don't know if XML-SAX does the decoding you need - I know that in 
creating XML with CGIDEV2, that I have to use its encode() function. 
Probably not pertinent to your question.  :)
