Notepad++ is a good choice. It's extremely popular. It's definitely
one of the best choices for underpowered machines.

If the laptops are somewhere between "minimally spec'd" and "powerful
enough for Eclipse" then Geany is a nice choice. It uses the same
core editing component as Notepad++ (Scintilla) but is a little
further toward the IDE end of the editor/IDE spectrum, and is
cross-platform.
