I also have seen CEE0813-Insufficient storage available for satisfying the request which eventually leads to MCH3601

Is there some where within the configuration of the server (using the standard IBM http interface) I can increase the limits or is the developer bouncing off a RPG limit?

Basically they take large XML inquiry in a and return an appropriate response. The XML handling it via an IBM supplied tool kit (QXMLLIBV4) and hits on QC2TUL1
