Just to clarify this, the ACTGRP always defaulted to QILE with
DFTACTGRP(*NO).
The CRTBNDRPG command changed in 7.1, from _showing_ QILE as the
default, to showing *STGMDL. But since *STGMDL means "QILE" with the
default value for the STGMDL parameter, the activation group default
didn't actually change.
