So, MYSRVPGM references CGISRVPGM2 in *LIBL.

MYCGIPGM references MYSRVPGM and CGISRVPGM2 in *LIBL.

Both service programs are in MYLIB and MYLIB is in my library list.

CGIDEV2 is NOT in my library list.

Where does the library CGIDEV2 come into play here?

When this happens to me, I always follow the chain of references from
service program to service program:
DSPSRVPGM TRIGGERS:
UTILITIES *LIBL
CUSTOMER *LIBL
CGISRVPGM2 *LIBL
SRVRTV *LIBL

DSPSRVPGM UTILITIES:
CGISRVPGM2 *LIBL
TRIGGERS *LIBL

DSPSRVPGM CUSTOMER:
UTILITIES *LIBL
CGISRVPGM2 *LIBL
SRVRTV *LIBL
TRIGGERS *LIBL

DSPSRVPGM SRVRTV:
CGISRVPGM2 CGIDEV2

Whoops! This one was created with a different / older binding
directory. Or by hand. Or overlooked during refactoring.
