I decoded the MODE parameter, BTW, and it's O_RDONLY + O_TEXTDATA, with
neither O_CODEPAGE nor O_CCSID.

O_TEXTDATA means 'this is text - convert it between the source and
destination'.

From the manual (which I grant is quite something to slog through):

If O_CCSID is not specified, and the file CCSID and open CCSID are not
the same, and one of them is not strictly single-byte, open() will
fail with errno set to [ECONVERT].

Since 1208 is not strict SBCS, boom.
Can you post the open() statement? Specifically, what's in the fourth
parameter (conversion ID)?
