I definitely agree that UCS-2 is at least one of your problems. But is
it really a limitation of 7.1? I thought CCSID 1208 has been around
for a long time.

I will say that since emojis are comparatively new, and more keep
getting added by the Unicode Consortium from time to time, I would
think that an "old" implementation of UTF-8 might not recognize all
the current characters. This strikes me as an issue that could affect
any version of an operating system or programming language. (Does IBM
release PTFs to update CCSIDs when new characters get introduced by
standards bodies?)
