You mention V7R1. In that version CCSID was only valid for graphic and UCS-2 data. CCSID for character data, including UTF-8, was introduced in V7R2. One more reason to upgrade :-)

The error description is too vague. I found nothing in the v7r1 RPG
Reference that provides clues, and Google was not my friend.
