Did you check out the link Kevin already provided for a sample script?
Presumably he is using that script himself already. Or at least that
seems to be what he used for his test, which he said was successful.

python3 /kevin/python/encryptpdf.py -i
/kevin/QPQXPRTF__MN207B_KEVIN_329738_1_20181116.pdf -p kevin

Note that I have not tried this myself. I just wanted to make sure
that people are not rewriting things from scratch if they don't have
to.
