You don't need the OVRDBF...

simply use EXTFILE('QTEMP/MYOUTFILE') on the f-spec...

Alternatively, you can have
dcl-f MYOUTFILE disk extdesc('QSYS/QADSPFFD');

Why not compile your program against QADSPFFD? Then, at execution time:
