Rather than "complex" if statements...I move the testing logic to a
procedure (and use named constants instead of magic numbers ;)

if RelevantConditionName(SMLO10,M1PLIN);
skipRecord;
else;
includeRecord;
endif;

//Description
dcl-proc RelevantConditionName;
dcl-pi *n *ind;
whateverSML010 like(SML010) value;
whateverM1PLIN like(M1PLIN) value;
end-pi;

return (whateverSML010 = WHATEVER_5_MEANS
and whateeverM1PLIN <> *BLANKS);
end-proc;

Alternatively...
//Description
dcl-proc RelevantConditionName;
dcl-pi *n *ind;
whateverSML010 like(SML010) value;
whateverM1PLIN like(M1PLIN) value;

// a comment if needed

Yeah, it's a bit more code to write...but sure makes going back to it
easier.

don't laugh, but i need to make sure i get this absolutely certain..

very elementary here... but, at risk of looking like a complete dummy...

what is the else to this if statement (in statement form)?

if ( SML010 <> 5 and M1PLIN = *blanks);
skipRecord;
else;
includeRecord;
endif;

I think it is...

if ( SML010 = 5 and M1PLIN = *blanks );

But need to be absolutely sure and want 2nd, 3rd, 4th opinions...

I want to includeRecord based on a true if statement condition.
