When I strip everything else out and just run this hard-coded command, it functions correctly (no output).

Now I'm REALLY confused. I debugged the program as it was, and this is the EXACT same command built & issued by the original program.
The prototype for QCMDEXC is...:

I checked and we don't have a customized version of CRTBNDRPG anywhere on our system.
