When using the WEEK function, the week always starts with SUNDAY and
January, 1st is always in the first week.
In this way January, 5 2020 in the 2nd week!

When using WEEK_ISO, the ISO guidelines are used, i.e.
1. Week always starts with Monday
2. In the first week of the year the majority of days must be in the first
week, so December, 29 can be in the first week, but also January, 3 can be
in the last week of the previous year. ... but January, 4 is always in the
first week.
