I guess that's a matter of interpretation. As the title indicates, the OP wanted to "round up".

Fair enough. And as someone else mentioned, it *is* sometimes the case
that any fraction of a penny, no matter how small, needs to be rounded
up to the next whole penny, so it's absolutely worth thinking about
how to do it with the interpretation you chose.
