Personal Opinion: Yes - but not for the reason you describe, (i.e. avoiding the 9999 limit of SFLSIZ).

Whilst this technique may entail more programming for Page Up/Down, it does mean the data presented is never "stale" by more than 1-page, (i.e. continually refreshed as paging occurs).

This approach should also be combined with some form of filtering or positioning for usability. (The User should not have to navigate more than a couple of pages up/down.)
