Take a look at the pop-up calendar.  Every date is a DSPATR(PR) field, so an Enter/click on any field returns that value to the program.  Having those fields available with a keystroke is redundant, so it isn't a limitation that there isn't an F-key.

It would seem likely that at least half the current application's  F-keys are rarely used so the loss of the keystroke is not a significant drawback.  That drawback is probably more than repaid with reduced user training and the added functionity.
