If it were up to me, I would migrate to free

There should be no need to get management approval

You are paid to use your knowledge and skills

In my case the other support person has to be able to support the code and that has its challenges

There is huge benefit from RPGILE. The functionality benefits over RPG/400 way out way the disadvantages
