I agree about C - my own experiences were similar.
But your timeline on RPG IV is way off Frank. It came out in V3R1 and included a few BIFs right from the get-go. In the next release (V3R2) subprocedures (i.e. functions) were introduced and people started developing libraries. CGIDEV was one of the early ones.
So RPG IV has had the notion of functions from the outset - some 30 years ago. It is constantly being enhanced but by no means is it attempting to be a tank!
