I think Jon is right - %split isn’t designed to split CSV-like data, but more for splitting „sentences“ into „words“ (tokens) for thinks like source-code interpretation or things like that.
Anyway it works exactly like described in the docs.
If you want something more CSV-like you should try the SYSTOOLS.SPLIT table function from SQL - too bad, that SQL doesn’t support dynamic arrays so far, but this TF gives you „empty“ elements.

Seems like a good prospect for an Idea (formerly RFE) to add an additional option.
I suspect that RPG's %Split is based on the C function strtok() which I have previously used in RPG to achieve what %Split does. It has the same problem.

Variable length arrays are cleared (or set to any size) via %elem - so:
%elem(Dynarray) = 0;
Using Clear I would expect to simply set all currently active elements to their default values.
%Split is documented as ignoring consecutive delimiters. I wish it wasn't so but that is by design apparently.
Only way to make it work is to pre-process the string to insert a non-delimiter character between them.
Well I guess there are other ways as well but ...
